Business task in order to insert a BOMeterConverter.
When the MeterConverterInsertEvent is launched the BT notices the call and inserts the BOMeterConverter basing on the event's input.

• AccountPermissions.ACCOUNT_EDIT

• Codes.MeterConverter.METER_CONVERTER_IS_ALREADY_DEFINED
• Codes.PROPERTY_REQUIRED
