Business task in order to insert a BOTechnicalObjectState.
When the TechnicalObjectStateInsertEvent is launched the BT notices the call and inserts the BOTechnicalObjectState basing on the event's input.

• Codes.MISSING_REQUIRED_MULTILANGUAGE_VALUES: Missing required multilanguage values for the property
